Conditions of entry to Sri Lanka

  • Sri Lanka is open to tourists.
  • Form : to enter for tourism purposes, you need to fill out a form on the website, as well as a health declaration.
  • PCR test: required. Upon entry, travelers will be required to provide a negative result from a COVID-19 PCR test taken 72 hours before departure. Another PCR test is taken after arrival (the second test is not taken by children under 2 years old)
  • Quarantine: at the hotel. Mandatory quarantine for 14 days. Tourists can take it in 55 designated hotels certified as Level 1 hotels (Safe & Secure certificate). Such hotels are closed to local residents, with the exception of staff.
  • Quarantine does not apply to fully vaccinated people (2 weeks from the second dose, Sputnik V is suitable). You need a level 1 hotel reservation for 1-2 days, tests before and after arrival and on the 7th day. If 2 weeks from the second dose occurs while undergoing mandatory quarantine, it can be completed after passing the PCR test.
  • There is no minimum mandatory period of stay in Sri Lanka.
  • Entry is closed to passengers who have visited Angola, Argentina, Bolivia, Botswana, Brazil, Chile, Colombia, Ecuador, Eswatini, France. Guyana, Guyana, India, Lesotho, Mozambique, Namibia, Paraguay, Peru, South Africa, Suriname, Uruguay, Venezuela, Vietnam, Zambia and Zimbabwe within 14 days before travel.

Section B. Quarantine measures for travelers

Quarantine measures for foreign tourists arriving from abroad with permission from the Ministry of Tourism of Sri Lanka.

B.1 Entry permit to Sri Lanka

B.1 Travelers must obtain permission from Sri Lanka Tourism through https://www.sriIanka.travel/helloagain/.

Tourists arriving through the Sri Lanka Ministry of Tourism are required to adhere to the Sri Lanka Tourism operational guidelines in addition to the provisions of this letter and other Ministry of Health COVID-19 preventive protocols.

In addition to the general measures mentioned in section A (see above), the following should be applied:

B.3 Taking a PCR test in Sri Lanka

B.3 All travelers over 12 years of age must undergo a COVID-19 PCR test upon arrival on the first day and before departure from the country (date depends on length of stay in Sri Lanka) at a Level 1 hotel, conducted by a laboratory approved by the Ministry of Health.

B.4 Obtaining the result of the PCR test

B.4 The hotel administration / hotel doctor must act as follows depending on the result of the PCR test:

B.4.1 If the PCR test result is positive

B.4.1 If the PCR test result is positive, the hotel doctor must make arrangements to admit the patient to an intermediate care center run by a private hospital approved by the Ministry of Health. The area Ministry of Health should be informed immediately and details should be emailed to the Epidemiology Department and the Sri Lanka Tourism Development Authority (SLTDA).

B.4.2 If the tourist has a vaccination certificate

B.4.2 If the traveler departs abroad two weeks after completing the recommended doses of vaccination:

B.4.2.1 If the PCR test result is negative upon arrival on the first day, the hotel physician must make arrangements for discharge by issuing a discharge document after verifying the vaccination status through document verification. The traveler does not need further quarantine.

Children under 12 years of age should be discharged with a fully vaccinated parent/guardian following a drive-through PCR test among children 2 to 12 years of age who receive a negative test result.

Children under 2 years of age will not be subject to PCR testing upon arrival in Sri Lanka and will be discharged with fully vaccinated parents/guardians. However, if the PCR test for COVID-19 taken upon arrival on the first day of the passenger accompanying the child is positive, then the child under 2 years of age will also subsequently be subject to PCR testing.

B.4.2.2 The Hotel Management/Hotel Doctor shall email the discharged traveler's details to the Epidemiology Branch and Sri Lanka Tourism Development Authority.

B.5 If the PCR test result is negative and vaccination is not completed / not completed

B.5 If the traveler is not vaccinated / has not completed the recommended doses of vaccination / has left abroad within two weeks of completing the recommended doses of vaccination and if the PCR result on arrival (first day) is negative:

B.5.1 Travelers are permitted to travel between Tier 1 hotels and visit approved locations within the bio-bubble once they receive a negative PCR test result on arrival (on day one).

B.5.2 If a traveler departs from Sri Lanka within a period of less than 5 days from arrival, a second PCR test is not required unless directed by the airline/government authorities in the country of arrival/transit or if they have symptoms of COVID-19 .

B.5.3 If a traveler departs from Sri Lanka within a period of 5 to 14 days, a second test must be carried out for travelers over 2 years of age depending on the date of departure, a negative test result must be obtained before departure (for example, if the traveler is leaving on 8 day, the second test should be carried out on day 7).

B.5.4 If the traveler stays for up to 14 days or more, restriction of movement should be for a maximum of 14 days, and a second test should be carried out on days 11–14 for travelers over 2 years of age.

B.5.5 After 14 days of arrival, a traveler must be discharged from a Level 1 hotel if both their PCR test results (day 1 and days 11 to 14) are negative. The hotel doctor must make the necessary arrangements for their release from the hotel after the discharge is issued.

B.5.6 The hotel must email the discharged traveler's details to the Epidemiology Department and the Sri Lanka Tourism Development Authority.

Sri Lanka visa and entry permit

  • Visas on arrival are suspended. Entry to Sri Lanka is only possible by obtaining an online visa (electronic authorization, ETA) from the Immigration Department portal: eta.gov.lk/slvisa. Before applying for a visa, you must book a room in a certified hotel, pre-pay the cost of PCR tests for coronavirus and buy insurance against COVID-19. After this, tourists will need to contact the selected hotel or do this with the help of a tour operator or travel agent. The hotel will issue a registration number after receiving payment for PCR tests and health insurance. The registration number must be indicated on the ETA visa form in the “Contact Details” section. Reminder for tourists when traveling to Sri Lanka
